APSC Recruitment 2023 Details:

Name of the Post: Stenographer Grade-II

Name of the Department: General Administration Department, Assam Secretariat (Janata Bhawan)

Total Posts: 17

(1)Stenographer Grade-II (English): 11 post

(2)Stenographer Grade-II (Language): 6 post

Scale of Pay:

  • Pay Scale: Rs. 22,000/- to 97,000/-
  • Grade Pay: Rs. 9,400/-
  • Pay Band: PB-3

Eligibility Criteria of APSC Recruitment 2023:

  • Speed Test Requirement: 100 w.p.m in English, 90 w.p.m in Language (Assamese, Bengali, Hindi)
  • Educational Qualification: Degree from a recognized University

Age Limit:

  • Minimum: 21 years
  • Maximum: 38 years (Relaxations apply, refer to the official notification)

Age Relaxations:

  • SC/ST(P)/ST(H): Up to 43 years
  • OBC/MOBC: Up to 41 years
  • PwBD: Up to 48 years

APSC Recruitment 2023 Application Fees and Reservation Details:

Candidates are required to pay a processing fee as detailed below:

  1. General: Rs. 297.20 (Rs. 250 + Rs. 40 + Rs. 7.20)
  2. SC/ST/OBC/MOBC: Rs. 197.20 (Rs. 150 + Rs. 40 + Rs. 7.20)
  3. BPL: Rs. 47.20 (Processing fee only, no additional charges)
  4. PWBD: Rs. 47.20 (Processing fee only, no additional charges)

Important Notes:

  • Applications without the prescribed fee will be summarily rejected.
  • Fee relaxation for SC/ST/OBC/BPL requires a certificate from the competent authority.
  • The fee, once paid, is non-refundable and cannot be reserved for any other examination or selection.

Reservation Details:

SC/ST/OBC:

  • Candidates claiming reservation must upload a certificate supporting their claim from the competent authority of the State of Assam.

Persons with Benchmark Disability (PwBD):

  • Physically Handicapped (PH) persons can apply to respective posts, even if not reserved, based on merit.
  • Candidates claiming reservation in PwBD category must upload the relevant certificate within the closing date of the online application.

Scribe Facility:

  • Candidates with LOCO-MOTOR disabilities affecting the writing extremity can use a scribe.
  • The scribe should not possess higher educational qualifications than required for the post.
  • Candidates can opt for their own scribe or request the Commission’s assistance by submitting the undertaking within 7 days from the admit card issue date.

Selection Process of APSC Recruitment 2023:

(A) Stenography Proficiency Test: Candidates with accepted applications will undergo a Stenography Proficiency Test. The dictation speeds are as follows:

  1. Stenographer Grade-II (English):
    • Dictation Speed: 100 wpm
    • Dictation Time: 2 minutes
    • Revision Time: 5 minutes
    • Transcription Time: 10 minutes
    • Total Transcription Time: 60 minutes
  2. Stenographer Grade-II (Language):
    • Dictation Speed: 90 wpm
    • Dictation Time: 2 minutes
    • Revision Time: 5 minutes
    • Transcription Time: 10 minutes
    • Total Transcription Time: 90 minutes

Minimum Qualifying Marks for APSC Recruitment 2023: 40 marks in the Stenography Proficiency Test

(B) Objective Type Written Test: Candidates who qualify in the Stenography Proficiency Test will be shortlisted for the Objective Type Written Test. The written test will be of 2 hours duration with a total of 100 marks. The subject-wise distribution is as follows:

  1. English: 50 marks
  2. Knowledge and ability to operate Computer: 20 marks
  3. General Knowledge: 30 marks (Includes 10 marks on Assam History)

Final Selection: The names of candidates recommended for appointment will be based on the aggregate marks obtained in both the Stenography Proficiency Test and the Objective Type Written Test. In case of a tie, preference will be given based on Stenography Proficiency Test marks.

Examination Venue for APSC Recruitment 2023: Both the Stenography Proficiency Test and the Objective Type Written Test will take place in Guwahati.

Application Procedure of APSC Recruitment 2023 :

  1. Online Application Only:
    • All applications must be submitted online through APSC’s recruitment website. No other mode of application will be accepted.
  2. New Registrations:
    • If you haven’t registered on the APSC Online Recruitment Portal, visit https://apscrecruitment.in and click on the ‘Register Here’ link to create an account.
  3. Valid Email Address:
    • Register with a valid and active email address, as all communication from the commission will be through email. Details regarding document submission will be provided in due course.
  4. Login and View Advertisements:
    • After creating an account, log in to your account. In the ‘Apply Section,’ you will find live advertisements for APSC.
  5. Read Eligibility Criteria:
    • Carefully read the eligibility criteria and other relevant details before applying. Mandatory fields in the online form are marked with an asterisk (*).
  6. Application Form Submission:
    • Click on ‘Apply’ to fill up the application form. Mandatory document details must be submitted, including Certificate No., Issue date, Issuing authority, and uploaded in PDF/JPEG format (file size not exceeding 200 KB).
  7. Photograph and Signature:
    • Upload scanned images of your recent photograph and signature in JPG/JPEG format.
      • Photograph (passport size): Max size – 200 KB
      • Signature: Max size – 200 KB
  8. Preview and Final Submission:
    • Preview the filled information, and after ensuring accuracy, click ‘Submit.’ Corrections cannot be made after final submission.
  9. Application Fee Payment:
    • Pay the application fee along with the processing fee, as applicable. The application fee is non-refundable.
  10. Confirmation Email:
    • Upon successful completion, an auto-generated email will be sent to your registered email address.
  11. Important Notes:
    • The application will not be considered if the fee is not paid.
    • Applicants can also use Common Service Centers for form submission.
    • Candidates with less than 40% disability won’t receive relaxation applicable to Persons with Benchmark Disability candidates.
  12. Multiple Applications:
    • Submit only one Online Recruitment Application. If multiple applications are submitted, only the one with the higher “Application Number” will be considered.

APSC Recruitment 2023: Documents/Certificates Required for Interview/Document Verification

Candidates shortlisted for the interview/document verification process are required to bring the hardcopy of the online application along with the following original documents/certificates and self-attested copies:

  1. Class-X/Class-XII Examination Documents:
    • Admit Card/Pass Certificate/Marksheet issued by a recognized Central/State Board/Council where Age/Date of Birth (DOB) is clearly reflected.
  2. Educational Qualification Documents:
    • Certificates & Mark sheets of all examinations from HSLC onwards up to the level of the qualifying examination.
    • Degree/Diploma certificate along with mark-sheets for all academic years as proof of the claimed educational qualification. In the absence of the Degree/Diploma certificate, provisional certificate along with mark sheets for all academic years will be accepted.
  3. Experience Certificates:
    • Experience certificates, if specifically mentioned in the advertisement. Fill the experience column in the online application form when required.
  4. Caste Certificate:
    • Caste certificate in Assam Govt. format for candidates seeking reservation as SC/ST/OBC/MOBC, from the competent authority. The certificate should indicate the candidate’s caste, the Act/Order under which the caste is recognized as SC/ST/OBC/MOBC, and the village/town of ordinary residence.
  5. BPL Certificate:
    • BPL certificate in Assam Govt. Format, wherever necessary.
  6. Physically Handicapped Certificate:
    • Physically Handicapped certificate issued by the competent authority to eligible candidates. This is applicable for candidates claiming reservation based on prescribed standards of Medical Fitness.
  7. Declaration for Government Employees:
    • Declaration for candidates already in Regular Government service, stating that they have informed their Head of Office/Department about their application for the post.
  8. Small Family Norms Declaration:
    • Submission of Declaration Form-A related to the Assam Public Services (Application of Small Family norms in Direct Recruitment) Rules, 2019. This form can be downloaded from the official website of APSC: www.apsc.nic.in (Forms & Downloads Section).
  9. Supporting Documents:
    • Documentary support for any other claim(s) made.
